Todd is the Deputy County Administrator for Community Development and Economic Development. He oversees business retention and expansion initiatives for
Goochland County and marketing the county to developers. He works
closely with business owners and site selection consultants to educate
them on the business climate and available commercial sites and
buildings. He handles financial incentive negotiations, oversees
research, and fosters relationships with commercial real estate brokers
and developers at the local and national level.
Collaborating with the Board of Supervisors, county staff, business
leaders, and the local community, Todd works to ensure that the
county takes the right steps to encourage and facilitate economic
growth, and commercial investment, while preserving the unique rural
character of Goochland County.
Todd has over 15 years of experience in Engineering, almost 10 years in Procurement and Capital Projects, over 4 years in the Federal Government and Military, and over 4 years in Local Government.
He holds an A.A. degree from Allegany College of Maryland and a B.S. degree from Frostburg State University, majoring in Environmental Analysis and Planning with a minor in Biology. He is a registered Professional Engineer in Virginia.
